William Moyes

Dr William (“Bill”) Moyes was born and educated in Dundee and at the University of Edinburgh. Having completed a PhD in theoretical chemistry, Bill entered the administrative fast-stream of the UK Civil Service in 1974. His 20-year career in the Civil Service was spent mainly in policy-making roles, including three years in the economic secretariat of the Cabinet Office and ten years in the then Scottish Office, part of which was spent in the Scottish Education Department. 

After leaving the Civil Service in 1994, Bill spent six years in the Bank of Scotland Group, ultimately as Head of Infrastructure Finance. In 2000 he became Director-General of the British Retail Consortium, the representative body for the retail sector, and in 2003 he was appointed as the first Executive Chairman of Monitor - The Independent Regulator of NHS Foundation Trusts - which created independent regulation of the English hospital sector. He was appointed as the first lay Chairman of the General Dental Council in October 2013. He currently holds non-executive directorships on the boards of the Priory Hospital Group, and the Legal Services Board, and is a trustee of the Catholic Trust of England and Wales. Bill has previously been a non-executive director of the Office of Fair Trading, Chairman of the Board of Governors of Heythrop College, University of London, a member of the Council of the University of Surrey, an Associate of the Institute for Government, and a trustee of the Nuffield Trust.

Bill lives in Edinburgh and is married with one adult son.
